Curtains Above Window Sill
The more billowy a curtain becomes as it breaks at the floor the more dramatic it will look.

Do pair your curtains with blinds if you want more coverage. Do ensure your curtains are wide enough so they are full when open and closed. Treat the transom and the larger window as one unit and hang the drapes a 4 to 6 inches above the top of the transom. Extend the rod at least 6 10 on either side of the window frame if you have the space so that when the curtains are pushed totally open you can see almost all of the window.
You may need to adjust the height of the pole for different curtain hanging styles. This option is similar in style to floor length but will require more care dust bunnies like to live in the folds of the billowing curtains. This will ensure that the curtains completely cover the window and do not let light penetrate the curtains when they are drawn. Curtains that stop short of the floor ending at the top of floor moldings look awkward.
Curtains to the sill or to the bottom of the window trim called the apron look great and are practical in a kitchen.
